The Complete Guide to Shipping Your Dog or Cat from the USA to Saudi Arabia

Saudi Arabia is a real, recurring destination for us — mostly for people relocating for work — and it has one structural feature that sets it apart from most of our other destinations: the import permit isn't something you apply for as the pet owner. It has to be obtained by a sponsor on the Saudi side. This guide walks through what that actually means in practice, along with everything else we've learned moving pets into Riyadh, Jeddah, and Dammam.

Step 1: The import permit — and who can actually get one

This is the detail that trips people up most: a Saudi import permit for your pet is obtained through a sponsor — generally someone with Saudi work or residency status — via the government's online system. If you're moving to Saudi Arabia for work, this typically aligns naturally with your own sponsor/employer relationship; if you're not moving under that kind of status, it's worth talking to us early to understand whether import is realistically possible for your situation. The permit is valid for 30 days from issuance, and — importantly — it's issued for a specific airport (Jeddah, Dammam, or Riyadh) and can't simply be switched to a different one after the fact, even if your flight plans change. We've had a shipment where the permit was filed for Jeddah and a routing change to Dammam wasn't possible as a result — so we lock in your arrival airport early and plan the rest of the booking around it.

Step 2: Microchip, vaccinations, and health certificate

Your pet needs a microchip and a rabies vaccination that remains valid through your travel date, plus the standard core vaccines for your pet's species. Whether a rabies antibody (titer) test applies to your move is genuinely one of the more inconsistently-described requirements we've seen across sources for this destination — we confirm your specific requirement directly against current guidance before booking rather than assuming either way. Your health certificate is completed by a USDA-accredited vet and endorsed by USDA APHIS; a separate Certificate of Origin is arranged through the Saudi side and does not require Saudi embassy legalization.

Step 3: Breed considerations

Saudi Arabia restricts import of several breeds, consistently confirmed across government and industry sources: Pit Bull-type dogs, Rottweilers, Boxers, Mastiff-type breeds (including Fila Brasileiro and Dogo Argentino), Japanese Tosa, Bulldogs, and Presa Canario. In practice, we've successfully shipped a range of other breeds — including German Shepherds — as ordinary personal pets, so don't assume every dog needs to qualify as a "working" animal; but if your dog is one of the specifically restricted breeds or types, talk to us before making any other arrangements.

Step 4: Crate standards are strictly enforced

We've had a shipment held up at the departure airport specifically over crate ventilation opening size — this isn't a formality airlines wave through, and it's worth having your crate reviewed by us before travel day rather than finding out about a rejection at check-in.

Airports, airlines, and a real seasonal factor

Our most active Saudi destinations recently have been Jeddah (JED) and Dammam (DMM), with Riyadh (RUH) also in regular use. We book primarily on Turkish Airlines (via Istanbul) and Qatar Airways (via Doha). One real, documented factor worth planning around: during the hottest months, we've seen both major Gulf-region carriers impose heat embargoes on live-animal cargo at the same time, which can force a same-shipment airport change (we've had a Dammam-bound shipment redirected to Jeddah for exactly this reason, permit complications included) — another reason we recommend locking in your destination airport and permit early rather than leaving routing decisions until the last minute.
