The Complete Guide to Shipping Your Dog or Cat from the USA to the UAE

The UAE is one of the more document-strict destinations we handle — it's one of the few places on our routes that still requires a rabies blood test, not just vaccination. Get the paperwork sequence right, though, and it's a well-defined, predictable process. This guide is built from the Dubai and Abu Dhabi shipments we've actually managed.

Step 1: The rabies titer test — plan for this early

Unlike some of our other destinations, the UAE does require a rabies antibody (titer) blood test for pets coming from the US — this is the step most owners aren't expecting and the one most likely to catch you out on timing if you don't plan for it early. Here's the actual sequence:

1. Microchip implanted before rabies vaccination.
2. Rabies vaccination, at a minimum age of 3 months.
3. Blood draw for the titer test, which cannot happen until at least 3 weeks after that vaccination.
4. A result of at least 0.5 IU/ml is required, and the test result stays valid for up to 12 months.

Because the blood draw itself has to happen after the 3-week post-vaccination mark, and the lab needs time to turn around a result, this step alone can take several weeks before you've even started on your import permit. We've seen lab turnaround add a few days of pressure right before a planned travel date, so we recommend starting this process as early as possible rather than assuming it can be compressed at the end.

Step 2: Other vaccinations and the health certificate

Alongside rabies, your pet needs its core vaccines current (distemper, parvovirus, and infectious hepatitis for dogs; the standard core panel for cats), plus a parasite treatment within 14 days of travel. Your veterinary health certificate is completed by a USDA-accredited vet and endorsed by USDA APHIS — we coordinate this timing so the certificate stays valid through your actual travel date.

Step 3: The import permit

A UAE import permit is required before travel, arranged through our Dubai-based partner rather than something you apply for directly. It's valid for 30 days from issuance and can't be extended, so — similar to some of our other destinations — we time this application against a realistically confirmed flight rather than applying the moment planning starts. Personal (non-commercial) import is limited to 2 pets per person per year (2 cats, 2 dogs, or 1 of each).

Step 4: Breed considerations

Based on the actual UAE-endorsed health certificates we've prepared for real clients, the following are barred from import: Pit Bull-type dogs (American Pit Bull Terrier, American Staffordshire Terrier, Staffordshire Bull Terrier, American Bully), a list of Mastiff-type breeds (Dogo Argentino, Fila Brasileiro, Tibetan Mastiff, Neapolitan Mastiff, Dogue de Bordeaux, Boerboel, Bullmastiff, Cane Corso, Bully Kutta, Presa Canario), Japanese Tosa, and any mix or hybrid of these. Separately, UAE ownership rules have historically also restricted breeds like Rottweilers, Dobermans, and Boxers in some contexts — if you own one of these, we strongly recommend confirming current status with us before making any other arrangements, since this is an area where the rules can be inconsistently described even across official-sounding sources.

Airports and airlines

Dubai (DXB) is where the large majority of our UAE shipments land, with Abu Dhabi (AUH) as a regular second destination. Emirates and Qatar Airways (via Doha) are the two carriers we book most consistently — both quote live-animal cargo rates per shipment rather than off a fixed rate card, and we've seen meaningful swings in quoted rates for the same route within the same season, so we always confirm current pricing before finalizing rather than relying on an older quote.

One thing worth planning around during the hottest months: while there's no single codified UAE government heat rule, airlines commonly apply their own seasonal caution around live-animal cargo when ground temperatures are very high, which can affect flight timing or routing in summer. If you're planning a move between roughly May and September, ask us early about how this might affect your dates.

What happens on the UAE side

Our Dubai-based partner manages your import permit filing, coordinates the airline's booking confirmation ("OK to Forward"), and handles your pet's release. Because permit timing and airline confirmation both move on their own schedules, we manage this actively on your behalf — this is not a process most clients navigate directly with UAE authorities themselves.

How much does it cost?

Based on our own real Dubai and Abu Dhabi quotes and invoices:

Typical range for a single pet: roughly $4,300–$6,900. Multi-pet shipments scale with both pet count and crate size rather than following a simple per-pet multiplier — our largest recent example, a 6-cat repeat shipment, came in materially below what 6 separate single-pet bookings would cost, since it's arranged as one coordinated shipment.

Real lessons from UAE shipments we've handled

• The titer test timeline is the thing most likely to catch you off guard. We plan backward from your target travel date, not forward from when you first contact us, specifically because of this step.
• Airline confirmations sometimes need to be requested more than once. We've had the same booking's "OK to Forward" requested twice on one shipment — we stay on top of this rather than assuming one confirmation is final.
• In-bond/transit shipments (a pet re-exported through a third country) need their documentation checked carefully — we've successfully handled cases where original export paperwork from an earlier country carried through, but this needs confirming case by case, not assumed.
• Vet and lab communication delays are avoidable with a quick double-check. A mistyped email domain once delayed a titer result reaching us — a small thing, but the kind of detail we now verify upfront.
